What does the elektroninis.lt e-signature consist of?

Elektroninis.lt consists of two qualified digital certificates, one of which is intended for personal identification and the other one – for signing.
Elektroninis.lt consists of two qualified digital certificates issued by the State Enterprise Centre of Registers:
  • a digital certificate intended for personal identification is an electronic attestation of personal identity. It links the electronic signature verification data to the signatory and confirms or allows identifying the signatory.
  • a digital certificate intended for signing ensures the validity of the data, signed with the electronic signature, and their protection against falsification. The functioning of the certificate is based on asymmetric encryption technology.

A qualified digital certificate is recognized as appropriate and reliable at the national and international levels. The elektroninis.lt digital certificate contains an expiration date, your personal data and other important information

What are the benefits of the elektroninis.lt signature?

The elektroninis.lt e-signature is simultaneously both your passport and signature on the Internet and in the rest of the world of information technologies.
The elektroninis.lt e-signature uniquely and securely identifies its owner in cyberspace, opens up access to online banking and e-government services, and allows to set up and run a company or organization via the Internet:
  • When using your e-signature to log in to information systems, you do not need to remember many passwords – in most cases, only one single e-signature password, the so-called PIN or sPIN, is sufficient.
  • When handling finances through online banking means, the elektroninis.lt signature replaces code cards and code generators.
  • Elektroninis.lt will help you save time and money. For example, the e-signature technology-based setting up of a new company by electronic means costs 2-3 times cheaper and takes considerably less time than the same procedure using printed documents.

What are the uses of elektroninis.lt?

Identify, sign electronic documents, approve financial transactions and more.
  • Identify. Log in to e-banking systems, e-government service portals or other online information systems with elektroninis.lt. Make sure to remember your elektroninis.lt password (sPIN) and in the future you will no longer need to create or change your passwords or ask to be reminded of forgotten ones.
  • Sign electronic documents. After you sign a document with your elektroninis.lt signature and transmit it electronically, you will no longer need to run from one authority to another with paper-printed documents. State and municipal authorities must respond to e-signed and electronically (for example, by e-mail) submitted documents in the same way as to paper-printed ones. E-signed contracts in digital format (for example, in the widespread PDF format) have the same force and effect as paper-printed and hand-signed ones. A digital document, signed with the electronic signature of a company’s or organization’s representative, has the same legal force and effect as a paper-printed and hand-signed one, confirmed by the official stamp of that company or organization.
  • Approve financial transactions. For execution of payment orders in e-banking systems, you can use the elektroninis.lt e-signature, which is equivalent to a code card or a code generator.

Important to know!

Five things you need to know before buying elektroninis.lt
  • The elektroninis.lt e-signature is issued to citizens of the Republic of Lithuania who have reached the age of majority and to foreigners holding permits for permanent residence in the Republic of Lithuania.
  • The e-signature must be linked to a person’s identity, therefore the elektroninis.lt e-signature is issued only to natural persons. Electronic documents of legal entities (companies, institutions, organizations) are always signed on their behalf by their authorized representatives using their personal e-signatures.
  • It is prohibited to transfer an e-signature password – sPIN – and an e-signature storage device to another person.
  • The elektroninis.lt e-signature can be installed only in secure storage devices, which meet the requirements for security levels as stipulated by law.

What does the law say about electronic signature?

Paragraph 10 of Article 3 of Regulation (EU) No 910/2014 of the European Parliament and of the Council of 23 July 2014 on electronic identification and trust services for electronic transactions in the internal market and repealing Directive 1999/93/EC provides that ‘electronic signature’ means data in electronic form which is attached to or logically associated with other data in electronic form and which is used by the signatory to sign.  
Paragraph 10 of Article 3 of Regulation (EU) No 910/2014 of the European Parliament and of the Council of 23 July 2014 on electronic identification and trust services for electronic transactions in the internal market and repealing Directive 1999/93/EC (hereinafter referred to as the Regulation) provides that ‘electronic signature’ means data in electronic form which is attached to or logically associated with other data in electronic form and which is used by the signatory to sign.

Paragraph 2 of Article 25 of the Regulation also stipulates that a qualified electronic signature has the equivalent legal effect of a handwritten signature. Meanwhile, the Law of the Republic of Lithuania on Electronic Identification and Trust Services for Electronic Transactions provides that the legal effect of an electronic signature, which does not meet the requirements for a qualified electronic signature that are provided for in the Regulation, is equivalent to that of a handwritten signature if the users of such electronic signature so agree in advance in writing, and if it is possible to retain the agreement in a durable medium.

Mobile elektroninis.lt

This is the most flexible way to use the e-signature.
Please be informed that the Centre of Registers does not issue SIM cards with mobile electronic signatures. If you wish to buy a mobile electronic signature, please contact or visit a customer service outlet of any mobile communication operator.
 
  • Mobile elektroninis.lt is recorded into a Teledema mobile communication SIM card used in mobile phones and tablets.
  • Mobile elektroninis.lt works with almost all mobile phones manufactured after 2004. In order to use the electronic signature successfully, your phone must be a smartphone or any other device that supports data transmission (Internet) services.
  • Don’t get too attached to any particular device: the same mobile elektroninis.lt e-signature can be used on any Internet-connected device. For example, you can log in to your e-banking account or sign a document while sitting in front of your PC, and a mobile device in such case will be used only to enter your e-signature password.
  • The mobile phone can provide additional protection – the e-signature can be protected not only with a sPIN, but also with a phone lock code.
  • This e-signature option requires no special preparation of a computer.
A mobile SIM card with elektroninis.lt is issued immediately, and the electronic signature service is activated within 24 hours.

If you wish to buy an elektroninis.lt e-signature in a mobile phone, please be sure to bring your mobile phone along with your personal identification document. Your SIM card will be replaced by a new one with the elektroninis.lt e-signature recorded in it. At the time of such replacement, the mobile service you are using must be active, not blocked or otherwise restricted due to various reasons. We recommend that, before having your current SIM card replaced, you should make a backup copy of the data stored on your SIM card (for example, your address book).

  • An USB port allows using this type of e-signature storage devices on almost any computer.
  • The cryptographic USB token is manufactured in a way so as to be completely protected against attempts to hack in and modify the digital certificates recorded into it.
  • The multi-sign feature allows, upon a single activation of the e-signature, to sign several or even several tens of documents in a row.
  • The USB token works on computers running on Windows XP, Windows Vista, Windows 7, Windows 8 and Windows 10 operating systems. In order to use elektroninis.lt in the USB token, it is necessary to prepare a computer.
  • The USB token is subject to a 12-month warranty.

Elektroninis.lt is recorded into an USB token within 7 working days from the day of receipt of an order.   • Elektroninis.lt is recorded into a secure Giesecke & Devrient smart card.
  • The smart card works on computers running on Windows operating systems later than Windows XP. In order to use elektroninis.lt recorded in the smart card, it is necessary to prepare a computer.
  • A smart card and a reader are subject to a 12-month warranty.
